About Maintenance Matrix

Built by a veteran who spent a decade fixing waste, not just equipment.

Founded in 2010, Maintenance Matrix helps federal, state, and municipal agencies get equipment maintenance costs under control — especially during periods of tight budgets. Every plan is designed around one goal: keep uptime high while every dollar spent on maintenance is accounted for.

How Maintenance Matrix started

In 2010, after years advising states, cities, Congress, and other maintenance providers, Charles Breslin — President & CEO of Maintenance Matrix — developed a program to help federal, state, and municipal agencies reduce maintenance spending, particularly during periods of budget pressure and cost-saving initiatives. The company has since built its reputation on outstanding client service, disciplined program execution, and a straightforward commitment to the client's best financial interest.

A veteran's eye for waste

Before founding Maintenance Matrix, Charles Breslin spent more than ten years representing managed care organizations, working to identify and resolve waste, abuse, and fraud in healthcare and equipment spending. That background — reconciling what an organization is paying against what it's actually getting — is the same discipline applied to every Equipment Maintenance Program the company designs today.

That experience also extends into healthcare-specific risk work: identifying inaccuracies in Risk Adjustment Factor (RAF) and Medicare Risk Adjustment (MRA) data, which leads to more accurate chronic disease management and more accurate revenue for managed care organizations, while monitoring and improving Star and HEDIS performance. You can read more about this side of the business on the Healthcare Risk Management page.

SDVOSB certified

Service-Disabled Veteran Owned Small Business — Maintenance Matrix, LLC.

Maintenance Matrix, LLC is certified as a Service-Disabled Veteran Owned Small Business. Beyond the certification itself, the company incorporates other SDVOSB and VOSB small businesses into its work whenever possible — extending the same veteran-owned standard through its subcontracting and service-provider network rather than keeping it at the top level only.

Where the work has happened

Since 2010, Maintenance Matrix has worked closely with vendors to deliver services spanning administration and management, equipment maintenance and repair, and records management. Equipment Maintenance Programs have been successfully implemented in Maryland, Pennsylvania, and North Carolina, in addition to federal engagements, all coordinated from the company's home office in Philadelphia.

Every plan presents a consolidated approach to equipment maintenance service agreements, with one deliberate exception to full consolidation: technical users keep the ability to use their preferred service vendors for the actual maintenance, repair, and support work. The objective is to give end users and technical staff more control over the maintenance process while still delivering meaningful cost savings across the contract term — with every maintenance event tracked, managed, and available to the agency.

As Governor of Pennsylvania, Ed Rendell engaged Charles Breslin to implement the cost-savings model across various state agencies. He has pointed to the program's attention to detail as the reason it saved the Commonwealth millions of tax dollars in equipment costs over a seven-year period, calling it a model that genuinely benefited the state.

About Maintenance Matrix

What does SDVOSB mean, and why does it matter?

SDVOSB stands for Service-Disabled Veteran Owned Small Business, a federal certification for small businesses that are majority-owned and controlled by veterans with a service-connected disability. It can qualify agencies to award contracts through SDVOSB set-asides, and it's core to how Maintenance Matrix is structured and staffed.
